What is it
This is a process is part of Norton utilities that prevents users from deleting data by mistake. This works with the Windows Recycle Bin and it prevents the user from accidentally deleting data from the PC and Recycle Bin.

Recommendation
This process should NOT be disabled since it is needed for your system to function correctly.
